Qualifications:
To be eligible for the Fulbright-PhilSA Program Award, applicants must meet the following qualifications:
- Citizenship and Residency:
- Must be a Filipino citizen.
- Must be residing in the Philippines at the time of application and throughout the selection process.
- Educational and Professional Background:
- Must hold a doctoral degree or have equivalent professional training and experience.
- Research Alignment:
- Must have a research plan aligned with the Key Development Areas of the Philippine Space Agency (PhilSA).
- English Proficiency:
- Must be proficient in English, appropriate to the proposed research or lecturing project to be carried out in the United States.
- Research or Lecturing Timeline:
- Must be able to conduct advanced research or university lecturing in the United States starting no earlier than August 25, 2025, and no later than May 31, 2026.
- Health Requirements:
- Must be in good health to pursue research work in the United States.
- Service Commitment:
- Must be committed to returning to the Philippines immediately upon completion of the research program to render the required service obligation.
- Legal and Ethical Standards:
- Must have no pending administrative or criminal charges.
- Must not have been convicted of violating any Philippine law.
Ineligibility Criteria:
- Dual Citizenship and Residency:
- Individuals holding dual citizenships, permanent residents, or those currently living in the United States are not eligible to apply.
- Current U.S. Presence:
- Individuals currently in the U.S. for studying, teaching, conducting research, or working are ineligible.
- Recent Fulbright Grant Recipients:
- Those who have received a Fulbright grant within the past five (5) years are not eligible.
- Recent J-1 Exchange Visitors:
- Those who have been to the U.S. as a J-1 Exchange Visitor in the category of Professor or Research Scholar within the past two (2) years are also ineligible.

Requirements:
To apply for the Fulbright-PhilSA Program Award, the following documents and steps are required:
- Online Application:
- Complete the application at apply.iie.org/fvsp2025.
- Select or change the award to “Fulbright-Philippine Space Agency Program Award in Space Science and Technology Applications” in the Award Information section on the Country Information tab.
- Curriculum Vitae/Résumé:
- Provide an updated CV or résumé, with a maximum of 6 pages.
- Project Proposal:
- Submit a detailed statement of the proposed research or lecturing activity at a U.S. institution (3 to 5 pages).
- Writing Samples and Bibliography:
- Include writing samples of no more than 20 pages and a bibliography (recommended).
- Letter of Invitation:
- A letter of invitation from the U.S. host institution is strongly preferred but not required.
- Letters of Recommendation:
- Provide three (3) letters of recommendation. Forms are available on the online application portal.
- NBI Clearance:
- Secure an NBI clearance not earlier than six (6) months before the application.
- Academic Records:
- Upload a scanned copy of the official or certified true copy of your Transcript of Records.
- Upload a scanned copy of the official or certified true copy of your diploma(s).
