Qualifications:
To qualify for the Fulbright Foreign Student Scholarship, applicants must meet the specific criteria listed below.
- Citizenship: Must hold Philippine citizenship.
- Language Skills: Must demonstrate proficiency in English.
- Educational Background: Must have completed a college degree in the relevant field with an outstanding undergraduate academic record.
- Professional Experience: Requires a minimum of two years of relevant professional work experience post-college. Note that college assistantships are not counted towards this experience.
- Health Status: Must be in good health to undertake graduate studies in the U.S.
- Return Requirement: Must return to the Philippines immediately after finishing the program.
Additional Requirements for Non-Degree Applicants
- Doctoral Research: Must prove that the research materials necessary for the dissertation are not available in the Philippines but can be found in the U.S.
Important: Dual citizens, permanent residents, and those currently studying in the U.S. are not eligible.

Requirements:
To apply for the Fulbright Graduate Student Program, ensure you meet the following requirements and submit the necessary documents through the online application portal.
- Complete Online Application:
- Access the application portal at https://apply.iie.org/ffsp2026.
- Select Award:
- During the application process, go to the Award Information section found under the Country Information tab and select or change the award to “Fulbright Graduate Student Program.”
- Document Uploads:
- Official or Certified Transcript: Upload official or certified transcripts from all colleges and universities attended.
- Certified True Copy of Diploma: Provide a certified true copy of your diploma (do not upload the original).
- Letters of Reference: Submit three letters of reference. Note that you must first complete the Reference Materials Waiver on the Study Plan page of your online application to register your recommendations.
- NBI Clearance: Upload an NBI Clearance obtained within the last 6 months as a PDF file in the Country-Specific Materials section under the Additional Information tab.
