Lingayen Scholarship Program 2026 Application Guide

The Lingayen Scholarship Program (Iskolar Ako ng Bayan), established through Municipal Ordinance No. 78, Series of 2019, provides financial assistance to deserving and financially challenged students of Lingayen, Pangasinan.

This guide covers the Lingayen Scholarship Program qualifications, requirements, benefits, partner schools, application process, application deadline, and other important details to help you prepare for your scholarship application.

Qualifications:

To qualify for the Lingayen Scholarship Program, applicants must meet the eligibility requirements established by the Local Government Unit (LGU) of Lingayen. 

These requirements assess an applicant’s residency, educational background, financial need, character, health, and ability to pass the scholarship’s qualifying examination.

I. Residency Requirements

Applicants must:

• Be a Filipino citizen.
• Be a bona fide resident of the Municipality of Lingayen, Pangasinan.

II. Educational Requirements

Applicants must:

• Be an incoming first-year college student.
• Be a Senior High School graduate from a recognized secondary school.

III. Financial Requirement

Applicants must:

• Have a combined annual gross family income of not more than ₱200,000.

IV. Character and Health Requirements

Applicants must:

• Be of good moral character.
• Be physically and mentally fit.
• Have no record of disciplinary action.

V. Qualifying Examination

Applicants must:

• Take and pass the official qualifying examination administered by the LGU of Lingayen.

• Meeting the minimum qualifications does not automatically guarantee admission to the Lingayen Scholarship Program. 
• Applicants must also pass the qualifying examination and successfully complete the scholarship screening and evaluation process.

Requirements:

Applicants for the Lingayen Scholarship Program must submit complete documentary requirements for evaluation. These documents are used to verify the applicant’s identity, residency, financial status, and eligibility for the scholarship.

I. Personal Information

• Duly accomplished Application Form (Individual Information Record)
• Valid email address
• One (1) recent 2×2 ID picture

II. Residency Verification

• Barangay Certificate of Residency

III. Financial Documents

• Barangay Certificate of Indigency indicating the source of income of the parents or guardians
• For applicants whose parent or guardian is a government employee:
• Income Tax Return (ITR)

IV. Social Welfare Document

• Social Case Study Report issued by the Municipal Social Welfare and Development Office (MSWDO)

Note: All documentary requirements must be complete, accurate, and submitted on or before the application deadline. Incomplete or inaccurate submissions may delay the evaluation process or result in the disqualification of the application.

Benefits:

The Lingayen Scholarship Program provides financial assistance to qualified scholars to help reduce the cost of pursuing higher education.

• Scholarship benefits are granted only to officially accepted Lingayen Scholarship Program scholars.

Priority Courses:

The Lingayen Scholarship Program is open to students pursuing recognized undergraduate and technical-vocational programs. Unlike some scholarship programs, it does not limit applicants to specific degree programs, allowing scholars greater flexibility in choosing a course that aligns with their interests and career goals.

Notes:

• Applicants may enroll in any recognized undergraduate or technical-vocational program offered by an accredited higher education institution.
• The Lingayen Scholarship Program has not published an official list of eligible or priority courses. Applicants are encouraged to verify with the Municipal Government of Lingayen or the scholarship office if their preferred program qualifies before submitting their application.

Partner School:

The Lingayen Scholarship Program does not limit scholars to a single partner institution. Qualified students may enroll in recognized higher education institutions that offer their chosen degree programs.

Eligible scholars may enroll in:

• State Universities and Colleges (SUCs)
• Accredited private colleges and universities
• CHED-recognized Higher Education Institutions (HEIs) within Lingayen and nearby areas in Pangasinan

Examples include:

• Pangasinan State University (PSU)
• Other CHED-recognized colleges and universities

Note: The Municipality of Lingayen has not published an official list of partner schools. Applicants are advised to confirm with the scholarship office if their chosen school and program are eligible before enrollment.

Application Deadline:

The Lingayen Scholarship Program follows an annual application schedule for qualified incoming college freshmen. The application period is usually announced by the Local Government Unit (LGU) of Lingayen before the start of each academic year.

Register through the official online scholarship portal.

• Fill out the online registration form.

Step 3: Prepare the Documentary Requirements
