BULA Scholarship Program 2026 Application Guide

The BULA Scholarship Program is an educational assistance initiative of the Local Government Unit (LGU) of Bula, Camarines Sur. It provides financial support to qualified residents pursuing college, undergraduate, second-degree, or postgraduate studies.

This guide covers the BULA Scholarship Program qualifications, requirements, benefits, priority courses, partner schools, application process, deadline, and other important details to help applicants prepare for their scholarship application.

Qualifications:

To qualify for the BULA Scholarship Program, applicants must meet the eligibility requirements set by the Municipality of Bula. The program is open to different applicant categories, each with specific qualifications and conditions. 

Eligible Applicants

Applicants may apply under any of the following categories:

  • Incoming college students for School Year 2026–2027
  • Undergraduate LGU employees and officials
  • College graduate LGU employees, officials, and DepEd Bula District teachers pursuing postgraduate studies
  • LGU employees pursuing a second college degree (Second Courser)
  • Qualified Out-of-School Youth (OSY) and persons with diverse SOGIESC

Important Notes:

  • Applicants for the Postgraduate Scholarship and Second Courser Scholarship must have at least three (3) years of permanent service with the LGU of Bula or the DepEd Bula District.
  • Applicants who are below 18 years old must submit a Parent’s or Guardian’s Consent.
  • Applicants must not be receiving any other scholarship grant.
  • Meeting the minimum qualifications does not guarantee scholarship approval. All applications are subject to evaluation and screening by the BULA Scholarship Board.

Requirements:

Applicants for the BULA Scholarship Program must submit the required documents based on their scholarship category. Make sure all requirements are complete and organized using the designated folder color before submission.

Important: Submit all documents using the required folder color. Incomplete requirements may not pass the first level screening.

I. Incoming College Students

Required Documents

  • Letter of Intent addressed to the LCE through the Scholarship Board
  • Accomplished Application Form
  • Photocopy of High School Diploma or SHS Certificate of Completion
  • SF10 or Report Card (First to Second Grading Period)
  • Certificate of Low Income from the MSWDO
  • Barangay Certificate of Residency (at least six months)
  • Parent’s or Guardian’s Consent (if below 18 years old)
  • Medical Certificate from the Municipal Health Office (MHO)
  • Two (2) recent 2×2 ID pictures

II. Postgraduate Scholarship

Required Documents

  • Letter of Intent addressed to the LCE through the Scholarship Board
  • Accomplished Application Form
  • Photocopy of Diploma
  • Transcript of Records (TOR)
  • Certificate of Employment showing at least three years of permanent service
  • Letter of Recommendation from the Agency Head
  • Barangay Certificate of Residency
  • Voter’s ID or Voter’s Certification
  • Medical Certificate from the Municipal Health Office (MHO)
  • Two (2) recent 2×2 ID pictures

III. Second Courser LGU Employees

Required Documents

  • Letter of Intent addressed to the LCE through the Scholarship Board
  • Accomplished Application Form
  • Photocopy of Diploma
  • Transcript of Records (TOR)
  • Certificate of Employment showing at least three years of permanent service
  • Letter of Recommendation from the Department or Office Head
  • Barangay Certificate of Residency
  • Medical Certificate from the Municipal Health Office (MHO)
  • Two (2) recent 2×2 ID pictures

IV. Undergraduate LGU Employees and Officials

Required Documents

  • Letter of Intent addressed to the LCE through the Scholarship Board
  • Accomplished Application Form
  • Transcript of Records (TOR) reflecting the General Weighted Average (GWA)
  • Barangay Certificate of Residency
  • Medical Certificate from the Municipal Health Office (MHO)
  • Two (2) recent 2×2 ID pictures

V. Out-of-School Youth (OSY) and Persons with Diverse SOGIESC

Required Documents

  • Letter of Intent addressed to the LCE through the Scholarship Board
  • Accomplished Application Form
  • Photocopy of High School Diploma or SHS Certificate of Completion
  • Certification of Membership to a recognized LGBTQ+ Organization
  • Certificate of Low Income from the MSWDO
  • Barangay Certificate of Residency
  • Parent’s or Guardian’s Consent (if below 18 years old)
  • Medical Certificate from the Municipal Health Office (MHO)
  • Two (2) recent 2×2 ID pictures

Notes:

  • Download and accomplish the official BULA Scholarship Program application form before submission.
  • The Letter of Intent and Letter of Recommendation do not have official templates.
  • Incoming college applicants may temporarily submit their SF10 or report card if their diploma is not yet available, provided they do not receive any final grade below 80.
  • Submit all requirements to the Municipal Planning and Development Office (MPDO) during the official application period.
  • Incomplete, incorrect, or late applications may not proceed to the next stage of the screening process.

Benefits:

The BULA Scholarship Program provides financial assistance to qualified scholars to help cover educational expenses. The program also rewards scholars who achieve academic excellence and provides additional support for postgraduate research.

The BULA Scholarship Program gives priority to degree programs that support education, public service, business, engineering, and community development. These courses are based on the available scholarship guidelines.

  • Bachelor of Secondary Education (BSEd)
  • Bachelor of Elementary Education (BEEd)
  • Bachelor of Science in Social Work (BSSW)
  • Bachelor of Library and Information Science (BLIS)
  • Bachelor of Arts in Political Science (BAPS)

Business, Engineering, and Health

  • Bachelor of Science in Accountancy (BSA)
  • Bachelor of Science in Business Administration (BSBA)
  • Bachelor of Science in Electronics Engineering (BSECE)
  • Bachelor of Science in Computer Engineering (BSCPE)
  • Bachelor of Science in Nutrition and Dietetics (BSND)

Notes:

  • The Municipality of Bula has not published an official and complete list of priority courses for the current scholarship cycle.
  • The courses listed above are based on the available scholarship guidelines and are provided for reference only.
  • Applicants enrolled in other degree programs may still be considered, subject to the evaluation and approval of the Scholarship Board.

Partner School:

The BULA Scholarship Program does not publish an official list of partner schools. In general, qualified scholars may enroll in CHED-recognized State Universities and Colleges (SUCs), Local Universities and Colleges (LUCs), and accredited private higher education institutions.

  • The Municipality of Bula has not released an official list of partner schools.
  • The schools listed above are provided for reference only and should not be considered the official partner institutions of the BULA Scholarship Program.
  • Applicants may study in other recognized higher education institutions, subject to the scholarship guidelines.

Application Deadline:

The BULA Scholarship Program follows a scheduled application period set by the Municipality of Bula. Applicants must submit their complete requirements within the official submission dates.

Step 1: Download and Accomplish the Application Form

Step 2: Prepare the Required Documents

Gather all documentary requirements based on the scholarship category you are applying for.

Before submitting your application, make sure to:

  • Complete all required documents.
  • Prepare your Letter of Intent.
  • Secure the required certificates and supporting documents.
  • Place all documents in the correct folder color assigned to your scholarship category.

Step 3: Submit Your Application

Submit your accomplished application form and complete documentary requirements to:

On March 27, 2026, applicants may also submit their requirements through the designated application drop box at the MPDO.

Step 4: Complete the Selection Process

After submitting your application, qualified applicants will undergo the official scholarship selection process.

The process includes:

  • First Level Screening
  • Qualifying Examination
  • Panel Interview
  • Scholarship Contract Signing

Applicants who successfully pass all stages will be notified by the Scholarship Board regarding their scholarship status.
