Quezon City Youth Leaders Scholarship 2026 Application Guide 

The Quezon City Youth Leaders Scholarship (QCYLS) is a scholarship program of the Quezon City Government that supports outstanding student leaders who have shown excellence in academics, leadership, and community service. 

It aims to help young leaders continue their college education while encouraging them to make a positive impact in their schools and communities.

Qualifications:

To qualify for the Quezon City Youth Leaders Scholarship, applicants must meet the eligibility requirements set by the Quezon City Government. Make sure you satisfy all the qualifications before submitting your application. 

General Qualification

• Be a Quezon City resident
• Not be a scholar of another Local Government Unit
• Be enrolled / registered / accepted at, or, be certified as a scholar by an educational institution recognized by the city.

Specific Qualification for Youth Leaders Scholarship

• Must be a recent recipient of a recognized leadership award or currently serve as officials of the Sangguniang Kabataan, Supreme Student Government or its equivalent, and Quezon City-registered Youth Organizations
• Must have a General Weighted Average of at least 85% or its equivalent

Benefits:

The Quezon City Youth Leaders Scholarship provides financial assistance to help scholars cover their educational expenses. Qualified beneficiaries may receive the following benefits each school year:

Priority Courses:

The Quezon City Youth Leaders Scholarship is open to students from all degree programs. Unlike the QC Excel Scholarship, this scholarship does not require applicants to enroll in specific priority courses.

• All college degree programs are eligible.
• No priority courses are required.
• Priority course requirements apply only to the QC Excel Scholarship category.

Partner School:

The Quezon City Youth Leaders Scholarship is not limited to specific partner schools. Eligible applicants may study at any public or private educational institution recognized by Quezon City.

• No exclusive partner schools are designated for this scholarship.
• Applicants must be enrolled, registered, or accepted at a Quezon City-recognized educational institution.
• Both public and private schools are eligible, provided they are recognized by the city.

Application Deadline:

Applicants for the Quezon City Youth Leaders Scholarship must submit their applications before the official deadline. Be sure to complete your application and submit all required documents on time.

How to Apply:

Applying for the Quezon City Youth Leaders Scholarship is a simple process. Follow the steps below to complete your application and submit all the required documents before the application deadline. 

Scholarship Application (For New Applicants):

Step 1: Secure a QCitizen ID
Register and secure a QCitizen ID through the QC eServices platform.

Step 2: Log in to the QC eServices Website
Access the QC eServices website using the email address registered when securing the QCitizen ID.

Step 3: Complete the Online Scholarship Application Form
Fill out the online application form and upload scanned copies of the required general documents, including:

• Copy of Grades, Transcript of Records, Form 137, or Form 138 from the last school year/term attended.
• Proof of school enrollment, registration, or acceptance for the current school year/term, or certification that the applicant is a scholar from an educational institution recognized by Quezon City.

Step 4: Attend the Applicant Validation Interview
Undergo an interview with the Quezon City Youth Development Office (QCYDO).
Other methods may also be used to verify the applicant’s identity.

Step 5: Submit Additional Documentary Requirements (If Required)
Wait for the notification to upload additional documents required for the specific scholarship category applied for.

Step 6: Wait for Scholarship Approval Notification
Receive the official notification regarding the approval of your scholarship application.

Step 7: Download the Certificate of Scholarship
Download a copy of the Certificate of Scholarship through the QC eServices platform.

Step 8: Sign the Required Scholarship Documents
Wait for the QCYDO notification regarding the schedule for signing and claiming the:

• Sworn Attestation and Undertaking
• Scholarship Contract

These documents must be signed at the Quezon City Youth Development Office.

Step 9: Upload the Statement of Account (SOA)
Upload the Statement of Account (SOA) issued by your school.

Step 10: Receive the Scholarship Grant
Wait for the notification regarding the release of the scholarship grant.

Scholarship Renewal (For Existing Scholars):

Step 1: Log in to QCeServices
Log in to your QCeServices account using the email address you registered with your QCitizen ID.

Step 2: Complete the Renewal Application
Fill out the online scholarship renewal application form through QCeServices.

Step 3: Upload the Required Documents
Upload scanned copies of the following documents:

• Copy of Grades, Transcript of Records (TOR), Form 137, or Form 138 for the last completed school year or term
• Proof of enrollment, registration, or acceptance for the current school year or term, or a certification that you are enrolled in a Quezon City-recognized educational institution
• Appeal Form (if you did not meet the renewal qualifications but wish to appeal)
• Leave of Absence or Notice of Non-Renewal (if you will not renew your scholarship for the upcoming school year or term)

Step 4: Wait for the Renewal Result
Wait for the notification confirming whether your scholarship renewal application has been approved.

Step 5: Download Your Certificate of Scholarship
Once approved, download your Certificate of Scholarship through QCeServices.

Step 6: Submit Grant Processing Documents
Upload the required documents through the Scholarship Dashboard in QCeServices.

• For private school scholars: Upload a scanned copy of your Statement of Account and Official Registration Form.
• For public school scholars: Upload your Official Registration Form issued by your school.

Step 7: Receive Your Scholarship Grant
Wait for the notification regarding the release of your scholarship grant.

About Quezon City Youth Leaders Scholarship:

The Quezon City Youth Leaders Scholarship is a financial assistance program under the Quezon City Scholarship Program that recognizes and supports students who have demonstrated outstanding leadership and active participation in their communities. It is open to qualified Senior High School and tertiary students, including Sangguniang Kabataan (SK) officials, Supreme Student Government (SSG) officers, and members of Quezon City-registered youth organizations. The program aims to develop future leaders by helping them continue their education while serving their communities. 

To qualify for the Quezon City Youth Leaders Scholarship, applicants must meet the following requirements and benefits:

• Senior High School applicants must have a General Weighted Average (GWA) of at least 85% or its equivalent.
• Tertiary applicants must have a GWA of at least 2.5.
• Applicants must provide proof of their leadership roles, achievements, or awards.
• Qualified tertiary scholars may receive a tuition fee grant of up to ₱55,000 per school year.
• Scholars may also receive a ₱25,000 annual stipend.
• The total maximum benefit is ₱80,000 per school year.
