- Active OFWs who are 45 years old or below
- Children of active or inactive OFWs who are below 21 years old
- Must have a General Weighted Average (GWA) of at least 80% with no failing grades
- Children of OFWs should belong to the top 20% of their graduating class, when applicable
- Annual gross family income must not exceed US$2,400 or ₱76,000
- ALS passers under the Continuing Education Program–Accreditation and Equivalency (A&E) must have an average grade of 85% or its equivalent
- No other member of the OFW family should be receiving an OWWA scholarship
