• Be a Filipino citizen with good moral character.
• Have a General Weighted Average (GWA) of at least 85%, with no final grade below 80%.
• Come from a family with an annual income of not more than ₱150,000.
• Not be receiving any other scholarship, study grant, or financial assistance.
• Meet the admission requirements of the participating partner school.

Additional Eligibility (MSU-IIT)

For applicants at Mindanao State University – Iligan Institute of Technology (MSU-IIT), you must also:

• Be an incoming second-year student.
• Be enrolled in BS Computer Science, BS Computer Applications, BS Information Technology, or BS Information Systems.
• Meet the same income requirement and must not be receiving another scholarship.

Applicants must prepare the following:

• Duly accomplished DBP INSPIRE Application Form
• Letter of Intent
• Photocopy of PSA Birth Certificate
• Evaluation of Grades
• Original Certificate of Indigency of Parents issued by the Barangay
• Original Letter of Recommendation from the Program Adviser

• Applicant Personal Background Form (DBP Scholarship Rev. 1)
  (Encode and print on A4-size paper.)

• Latest Income Tax Return (ITR) or Certificate of Indigency
• PSA/Local Civil Registry Birth Certificate
• Photocopy of Enrollment Form or Study Load
• Photocopy of School Card with Final Grades (Form 138)
• Recommendation Letter from the High School Principal or College Dean
• NCIP Certification (for applicable applicants)
• Two (2) recent 2×2 ID photos

Tuition and Miscellaneous Fees	Full payment of tuition and miscellaneous fees for the entire duration of the undergraduate degree.
Living Allowance	Financial assistance to help cover food, lodging, and other daily living expenses.
School Supplies Allowance	Allowance for books, uniforms, and other required learning materials.
Latin Honors Incentive	Additional cash grant of ₱15,000 for Summa Cum Laude, ₱10,000 for Magna Cum Laude, and ₱5,000 for Cum Laude graduates.
Licensure Examination Incentive	Cash incentive of ₱50,000 for Top 1, ₱30,000 for Top 2–6, and ₱10,000 for Top 7–10 in licensure examinations.
