Qualifications
To qualify for the CHED CoScho Scholarship Program for Coconut Farmers and their Families, applicants must meet the following criteria:
- Citizenship: Must be a Filipino citizen.
- Academic Requirements:
- Graduating high school student or high school graduate with a general weighted average (GWA) of at least 80% or its equivalent.
- College student with academic units relevant to the degree programs identified by the Philippine Coconut Authority (PCA), with a GWA of at least 80% from the previous semester or its equivalent.
- University Admission: Must pass the entry-level requirements of identified State Universities and Colleges (SUCs).
- Financial Assistance: Must not be a recipient of any other government-funded financial assistance program.
- Coconut Farmer Registration: Must be a registered coconut farmer in the National Coconut Farmers’ Registry System (NCFRS) or be a dependent of one.
- Income: The combined annual gross income of parents must not exceed ₱300,000.00.
Requirements
To apply for the CHED CoScho Scholarship Program for Coconut Farmers and their Families, applicants must submit the following documents:
Birth Certificate:
- Issued by the Local Civil Registry or the Philippine Statistics Authority (PSA).
Academic Records:
- For senior high school students: Certified copy of grades for Grade 11 and first semester of Grade 12.
- For senior high school graduates: Form 138.
- For college students: Certified copy of grades for the latest semester/term attended.
PCA Certification:
- Issued by the Philippine Coconut Authority (PCA) Regional Office (PCA-RO) to NCFRS registered coconut farmers/farmworkers, endorsed by the PCA Provincial Office, Local Coconut Industry Development Councils (LCIDCs), small coconut farmers organizations, federations, or cooperatives.
- Note: Only one family member is allowed to apply for the scholarship.
Certificate of Good Moral Character:
- From the last school attended.
Proof of Income:
- Any of the following:
- Latest Income Tax Return (ITR) of applicant and/or parents/guardians if employed. (Can be obtain at your Local BIR Office)
- Certificate of Tax Exemption from the Bureau of Internal Revenue (BIR). (Can be obtain at your Local BIR Office)
- Certificate of No Income from BIR. (Can be obtain at your Local BIR Office)
- Certificate of Indigency from Barangay. (Can be obtain at your Local Barangay Office)
- Certificate/Case Study from the Department of Social Welfare and Development (DSWD).
Notice of Admission:
- From the Higher Education Institution (HEI) with collegiate degree offerings. (Can be obtain from or at your School Admission Office or Notice of Admission (NOA) from the school that you are accepted by them. it’s either Physical copy of NOA, Digital Copy e.g. Email, SMS or School Student Application Portal or Account Portal)
Special Group Proof (if applicable):
- Proof that the student applicant belongs to special groups.
Original Barangay Certification (if applicable):
- Certification that parents/guardians and siblings have never attended college/university.
Benefits of CHED CoScho Scholarship Program for Coconut Farmers and their Families

Take Note: Students in private higher education institutions (PHEIs), state universities and colleges (SUCs), and local universities and colleges (LUCs) are eligible for the same financial support package.
Payment and Methods Procedure
The following procedures describe how payments are released and processed, either directly to scholars or through their Higher Education Institutions (HEIs).
Release and Disbursement
- CHED Central Office (CO) to CHED Regional Office (CHEDROS):
- The CO, through the Office of Student Development and Services (OSDS), will validate the fund request along with the list of scholars.
- The CO will recommend the release of funds to the CHED Administrative, Financial, and Management Service (AFMS).
Payment of Financial Benefits:
- Direct Payment to Scholars:
- CHEDROS will transfer financial benefits directly to the scholars each semester until they complete their degree program. Funds will be credited to the scholars’ authorized bank accounts.
Requirements for Initial Payment:
- Certified true copy of the registration form.
- Copy of Automated Teller Machine (ATM) card from authorized government banks.
- Copy of school ID for the current semester/term.
Requirements for Succeeding Payments:
- Certified true copy of the registration form and true copy of grades, verified against original documents by the CHEDRO StuFAPs coordinator.
- Certified true copy of grades indicating the General Weighted Average (GWA) from the previous semester/term.
- Copy of school ID for the current semester/term.
Payment through Higher Education Institutions (HEIs):
- Requirements:
- A duly signed and notarized Memorandum of Agreement (MOA) between the CHEDRO and HEIs with ten (10) or more beneficiaries to facilitate the transfer of funds and ensure compliance with control mechanisms.
- A billing statement from the concerned HEIs, using the prescribed template, signed by the Chief Accountant and President/School Head. This statement should be supported by a Registrar’s Certificate, which includes:
- The number of units enrolled.
- General Weighted Average (GWA).
- Degree program.
- Curriculum year level.
- Semester or term.

Section 10: Slot Allocation Criteria
Slots are distributed across regions based on:
- Number of Coconut Farmers (50%): This includes farm owners/tillers with up to 5.0 hectares, tenants, and farm workers.
- Coconut Area (25%): The area of land used for coconut farming.
- Nut Production (25%): The volume of coconut nuts produced.

- Senior Citizens (RA No. 9994)
- Indigenous Peoples (RA No. 8371)
- First-generation students
Tie-Breaker:
- If there is a tie for the last available slot, priority is given to children/dependents of:
- Indigents
- Persons with Disabilities
- Solo Parents
- Senior Citizens
- Indigenous People
- Coconut Farm Workers

Responsibilities of a Scholar
Scholars must meet specific requirements to maintain their scholarship. These responsibilities include adhering to enrollment rules, academic performance, and program compliance.
Section 14. To keep the scholarship, scholars must:
- Sign a Contract: Complete a Scholarship Grant Contract with CHEDRO as per JMC No. 01, s. 2023.
- Enroll in Approved Programs: Register in approved programs at Private Higher Education Institutions (PHEIs) or State Universities and Colleges (SUCs)/Local Universities and Colleges (LUCs) with Certificate of Program Compliance (COPC).
- Maintain Enrollment: Take the required number of courses each semester and finish the degree on time. Scholars can defer for up to one academic year due to health issues or safety concerns.
- Keep Up Grades: Maintain a General Weighted Average (GWA) of at least 80% or its equivalent.
- Transfer or Change Programs: Transfer only to an approved HEI or change programs with CHEDRO’s written permission, following the policies of both HEIs.
- Avoid Other Assistance: Do not receive any other government-funded financial aid.
Section 15. Losing Benefits
- Scholarship benefits will end if any of the above rules are not followed.
Section 16. Return Service Requirement
Scholars must work in the Philippines for one year for each year of the scholarship, within two years after graduation. Priorities include:
- Government agencies related to the coconut industry.
- Other government agencies.
- Private companies related to the Philippine Coconut Industry, as decided by PCA.
Scholars can also fulfill this requirement by working in coconut farming and related businesses. Those who get jobs in priority agencies must report to CHEDROS/CHED-OSDS and show proof of employment. Changes in jobs must also be reported. If a scholar pursues further studies, the return service can be postponed with CHEDRO’s written approval. The return service must start within two years after finishing further studies.
If a scholar fails to meet the return service requirement due to their own fault, they must repay the full scholarship amount to CHEDRO.

Deferment, Replacement, and Termination Rules
ARTICLE XII. the rules for deferring, replacing, or terminating a scholarship. It details the conditions under which a scholar can request deferment, be replaced, or have their scholarship terminated.
Section 17. Deferment of Scholarship
- Apply for Deferment: Scholars can request to defer their scholarship before the next semester starts, with CHEDRO’s written approval.
- Maximum Deferment: Deferment is allowed for up to one academic year due to health issues (with a medical certificate) or safety concerns affecting enrollment.
Section 18. Replacing Scholars
A scholar can be replaced for the following reasons:
- Not confirming acceptance of the award within fifteen working days.
- Choosing to withdraw or give up the scholarship.
- Dropping out of school without notifying CHEDRO.
- Losing the scholarship for reasons mentioned in Section 14.
Replacement candidates are chosen from CHEDRO’s official list. The replacement will receive benefits for the rest of the scholarship duration. The replaced scholar will be informed in writing about the reasons for replacement, and PCA will be notified for records.
Section 19. Termination of Scholarship
The scholarship may be terminated for:
- Not maintaining a GWA of at least 80%.
- Not taking the required number of courses.
- Receiving other government-funded financial aid.
- Dropping out or deferring the scholarship beyond the allowed time.
- Submitting fake documents.
- Being convicted of a serious crime.
- Involvement in hazing activities, as determined by the HEI.
- Other similar reasons.
If terminated for reasons 19.5, 19.6, 19.7, or 19.8, the scholar must repay the full scholarship amount to CHEDRO within sixty days of receiving a demand letter. If the payment is not made, CHEDRO will report the issue to the Commission en banc for further action.
