- Underprivileged and Homeless Citizens under Republic Act (RA) No. 7279
- Persons with Disability (PWDs) under RA No. 7277 as amended
- Solo Parents and/or their Dependents under RA 8972
- Senior Citizens under RA 9994
- Indigenous Peoples under RA 8371
To qualify for the CHED Scholarship Program for Future Statisticians, applicants must meet the following criteria:
- Filipino Citizen: Must be a Filipino citizen.
- Academic Standing: Must be a graduating college student with a General Weighted Average (GWA) of at least 80% or its equivalent.
- Family Income: The combined annual gross income of the applicant’s parent(s) or guardian must not exceed PhP 400,000.00. If the income exceeds PhP 400,000.00, the applicant must provide:
- A written certification or medical findings indicating illness of a family member, or
- School certifications showing that two or more dependents are enrolled in college.
- Course of Study: The CHED Scholarship Program for Future Statisticians (Estatistikolar) is available to qualified Filipino students who are incoming third-year or fourth-year students pursuing a Bachelor of Science in Statistics or Bachelor of Science in Applied Statistics.
Take Note: This scholarship is for those studying at recognized private colleges or state/local universities, as specified in CMO No. 4, s. 2024.
Qualified students may receive a full or partial scholarship under the State Scholarship and Private Education Student Financial Assistance (PESFA) program. Requirements
To apply for the CHED Scholarship Program for Future Statisticians, you need to provide these documents to verify your eligibility:
Citizenship:
- Proof of Filipino citizenship, such as a certified true copy of your Birth Certificate issued by the Local Civil Registry or Philippine Statistics Authority (PSA), or a Philsys ID.
Academic:
- A duly certified true copy of your grades for the most recent term or semester you attended.
Financial:
- Submit any of the following documents:
- Latest Income Tax Return (ITR) of your parents or guardian. (Can be obtain at your Local BIR Office)
- Certificate of Tax Exemption from the Bureau of Internal Revenue (BIR). (Can be obtain at your Local BIR Office)
- Certificate of Indigency from your Barangay or the Department of Social Welfare and Development (DSWD). (Can be obtain at your Local Barangay Office)
- Case Study report from DSWD. (If Applicable)
- Latest contract or proof of income for children of Overseas Filipino Workers (OFW) and seafarers. (Can be obtain from your parents or from the parent’s employer; this applies also for those parents’ children who works at a government agency)
Where to Obtain Additional Requirements for Priority Groups:
If you belong to any of the following priority groups, you need to obtain certifications or IDs from the relevant offices or agencies:
- Underprivileged: Barangay Hall or local government office
- Orphans: Department of Social Welfare and Development (DSWD) or local orphanage
- Persons with Disabilities (PWDs): National Council on Disability Affairs (NCDA) or local PWD office
- Solo Parents and Senior Citizens: Solo Parents Affairs Office or Office of Senior Citizens Affairs (OSCA)
- Indigenous Peoples (IPs): National Commission on Indigenous Peoples (NCIP) or local indigenous peoples’ organization
These certifications or IDs prove your eligibility for the scholarship based on your priority group status.

Payment Methods and Procedures

Section 17: From CHED Central Office (CO) to CHED Regional Offices (CHEDROs)
- The CO will check the ranklist and masterlist of scholars and recommend the release of funds to CHED-Administrative, Financial, and Management Service (AFMS) for transfer to CHEDROs.
Section 18: From CHEDRO to Scholars
- Direct Payments:
- Funds are transferred to scholars via ATM accounts.
- For Initial Payments, Scholars Need to Provide:
- A certified true copy of the registration form
- A copy of their ATM card
- A school ID for the current semester
- For Subsequent Payments, Scholars Need to Provide:
- A certified true copy of the registration form
- A certified true copy of grades from the previous semester
- A school ID for the current semester
- Direct payments are made if:
- The scholar is enrolled outside the region
- There are fewer than ten scholars
- There are unliquidated balances
- There are verified complaints about the program
- Payments Through HEIs:
- Requires a signed and notarized Memorandum of Agreement (MOA) between CHEDRO and the institution.
- HEIs must submit a billing statement, signed by authorized staff, and a Registrar’s Certificate with details like units enrolled, GWA, degree program, and proof that the scholar isn’t receiving other government scholarships.

CHED Statistician List of Priority Courses
The CHED Scholarship Program for Future Statisticians (ESTATISTIKOLAR) based on the CMO, requires/prioritizes that scholarship recipients are enrolled in:
- Programs:
- Bachelor of Science in Statistics or
- Bachelor of Science in Applied Statistics
- Institutions:
- Recognized Private Higher Education Institutions (PHEIs)
- State Universities and Colleges (SUCs)
- Local Universities and Colleges (LUCs)
- Accreditation: Verify that the institutions hold a Certificate of Program Compliance (COPC) to confirm that the programs meet the required academic standards.
Distribution of Slots per Region

ARTICLE VIII: Selection Criteria for Ranking
Section 10: To select scholarship recipients, 70% of the decision is based on academic performance and 30% on financial need. CHED Regional Offices (CHEDROS) will use these criteria to rank applicants and determine scholarship awards, either full or partial, according to the rankings and regional slot distribution each year.
Section 11: Applicants from special groups receive an additional five points if they meet all other requirements. Special groups include:
- Underprivileged and homeless citizens
- Persons with disabilities
- Solo parents and their dependents
- Senior citizens
- Indigenous peoples

Responsibilities of a Scholar
Scholars must adhere to the following requirements and guidelines to maintain their scholarship. As stated in the (CMO No. 10, s. 2022 Implementing Guidelines for CHED Scholarship Program for Future Statisticians (ESTATISKOLOAR), Article XII.)
Section 19: Scholar Responsibilities
- Enroll in authorized Bachelor of Science in Statistics or Applied Statistics programs at recognized HEIs.
- Maintain a General Weighted Average (GWA) of at least 80% or its equivalent.
- Carry a regular load of at least 15 units per semester or term, as determined by the HEIs.
- Obtain written approval from the concerned CHEDRO if transferring to another HEI or shifting to a different priority program.
- Do not avail of any other CHED or publicly-funded scholarship grants.
Section 20: Rules on Deferment, Replacement, and Termination
- Deferment of Scholarship Grant
- A scholar may apply for deferment before the next semester or term starts, with written approval from the CHEDRO.
- Deferment is allowed for up to one academic year (two semesters or terms) for reasons like health or financial issues.

- Replacement of an Awardee
- Replacement may occur for reasons including failure to accept the award, voluntary withdrawal, dropping out without notice, or termination of the grant.
- Replacements are selected from the official rank list and must be informed in writing of the replacement reason. The new scholar will continue the benefits for the remaining scholarship duration.
- Grounds for Termination
- Failure to maintain a GWA of at least 80%.
- Not carrying the required regular load.
- Dropping out, deferring for more than the allowed period, shifting programs, or transferring without approval.
- Submitting false documents.
- Being convicted of an offense involving moral turpitude.
- Involvement in fraternity or sorority hazing activities.
- Other similar reasons. If terminated for any of the above reasons, the scholar must refund the total financial grant received under this CMO.
