CHED Merit Scholarship Program Call for Applications AY. 2024-2025 Online Application Comprehensive Guide

CHED Merit Scholarship supports students who need help paying for their education. It’s for those who do well in school but need financial aid.

This guide will show you how to apply, what you need to qualify, and the steps to follow.

Qualifications

The CHED Merit Scholarship Program (CMSP) is a government-funded initiative aimed at supporting academically talented students, especially those from the following special groups:

  • Underprivileged and homeless citizens (RA 7279)
  • Persons with Disabilities (PWDs) (RA 7277)
  • Solo parents and/or their dependents (RA 8972)

To qualify for the CHED Merit Scholarship Program, applicants must meet the following criteria:

  1. Filipino Citizenship
    • Must be Filipino citizens.
  2. Academic Status
    • Must be graduating high school students or high school graduates.
  3. General Weighted Average (GWA)
    • Full Merit Program: Requires a GWA of at least 96%.
    • Half Merit Program: Requires a GWA between 93% and 95%.
  4. Special Group Affiliations
    • Must belong to one of the special groups listed above, with submission of relevant certifications or Identification Cards (IDs) from appropriate offices or agencies.
  5. Financial Assistance Program Limitation
    • Eligible for only one government-funded financial assistance program.

Additional Qualification Requirements

Applicants must also meet these additional requirements:

  1. Enrollment in Recognized Priority Programs
    • Must enroll in recognized priority programs offered by:
      • Private Higher Education Institutions (PHEIs)
      • State Universities and Colleges (SUCs)
      • Accredited Local Universities and Colleges (LUCs) with Certificates of Program Compliance (COPC)
  2. Income Limitation
    • The combined annual gross income of parents or guardians must not exceed Four Hundred Thousand Pesos (Php 400,000). This limit also applies to solo parents/guardians.

Requirements

To apply for the CHED Merit Scholarship Program (CMSP), please make sure you submit the following documents. Each requirement helps verify your eligibility and supports your application.

Citizenship:

  • Certified true copy of Birth Certificate

Academic Requirements:

  • High school report card (for incoming college freshmen)
  • Certified true copy of grades for Grade 11 and the 1st semester of Grade 12 (for graduating high school students)

Income Requirements (if applicable):

  • Latest Income Tax Return (ITR) of parents or guardians; (Can be obtain at your Local BIR Office)
  • Certificate of Tax Exemption from the Bureau of Internal Revenue (BIR); (Can be obtain at your Local BIR Office)
  • Certificate of Indigence from Barangay or Department of Social Welfare and Development (DSWD); (Can be obtain at your Local Barangay Office)
  • Case Study report from DSWD (If Applicable)
  • Latest contract or proof of income for children of Overseas Filipino Workers and seafarers (Can be obtain from your parents or from the parents employer; this applies also for those parents children who works at a Government agency)

Other Requirements:

  • Identification Card (ID) for special groups (Underprivileged or Homeless, PWD, Solo Parent, Senior Citizen, Indigenous People)

Note: Whichever is applicable to you, you must provide those as the mode of application defers from the other region and form base so make sure to contact your CHEDRO about it.

Benefits of CHED CMSP

The CHED Merit Scholarship Program provides comprehensive financial support to scholars, covering tuition and other school fees, a stipend (released directly to the scholars or through HEIs), and a book/connectivity allowance each semester until the completion of their degree program.

Payment Methods and Procedures

This section outlines how funds are transferred, and payments are made to scholars.

Section 13: Transfer of Funds from CHED Central Office to CHED Regional Offices

Funds are transferred from the CHED Central Office to the regional offices based on:

  1. New Freshman Slots: Allocations are made for new students starting each academic year, as determined by the Office of Student Development Services (OSDS).
  2. Ongoing Scholars: The transfer amount also depends on the list of current scholars provided by the CHED Regional Offices (refer to Annex C).

Section 14: Payment to Scholars

Funds can be transferred to scholars either directly or through their educational institutions.

Direct Payments to Scholars:

  • Process: Funds are credited to scholars’ ATM accounts.
  • For Initial Payments, Scholars Must Submit:
    • Certified copy of the registration form, verified by the CHED Regional Office (CHEDRO) StuFAPS coordinator.
    • ATM Card from an authorized government bank.
    • School ID for the current semester or term.
  • For Ongoing Payments, Scholars Must Submit:
    • Certified copy of the registration form and grades, verified by the CHEDRO StuFAPS coordinator.
    • School ID for the current semester or term.
    • CSP ID, if applicable.
  • Conditions for Direct Payment Include:
    • Enrollment in CHED-recognized priority programs at state universities or colleges (SUCs) within the region.
    • Enrollment in CHED-recognized priority programs at private institutions or SUCs/LUCs outside the region.
    • Enrollment in CHED-recognized priority programs at private institutions or SUCs/LUCs with fewer than ten (10) grantees.
    • Enrollment in CHED-recognized priority programs at private institutions or SUCs/LUCs with outstanding balances.
    • Enrollment in CHED-recognized priority programs at private institutions or SUCs/LUCs with verified complaints about StuFAPS.

Payments Through Educational Institutions:

  • Agreement: Institutions with ten (10) or more grantees must sign a Memorandum of Agreement (MOA) to handle fund transfers and ensure compliance with control mechanisms.
  • Billing Statement: Institutions must submit a billing statement signed by the Chief Accountant and President/School Head. The statement should include:
    • Number of units enrolled.
    • General Weighted Average (GWA).
    • Degree program.
    • Curriculum.
    • Semester or term.

B. Regional Priority Programs

As per CMO-NO.-7-S.-2023.pdf, CHED Regional Offices (CHEDROs) will allocate Priority Programs listed in the Chairperson’s Memorandum. The Regional Development Council (RDC) will review these programs based on regional needs and available slots.

Selection Process

as stated on ARTICLE IX: SELECTION CRITERIA FOR RANKING

Section 11: The CHED Regional Offices (CHEDROs) will use the following ranking criteria to select the most qualified applicants based on the requirements in Article VII. The ranking will be determined using these percentage distributions:

Scholarship Awards: Full or half scholarships will be awarded based on the ranking system results and the regional slot distribution for each academic year.

Ranking System:

  • The equivalent points for grades and annual gross income are outlined in Tables 1 and 2.
  • For ALS and PEPT passers, the equivalent grade is 80%, translating to 70 points.
  • Applicants from special groups (Underprivileged and Homeless Citizens, Persons with Disabilities, Solo Parents and/or Dependents, Senior Citizens, and Indigenous Peoples) will receive an additional 5 points after meeting all requirements.

Responsibilities of a Scholar

This section outlines what scholars must do to keep their scholarship and what happens if they need to take a break, switch programs, or if their scholarship ends. As stated in the memo (Article XII CMO No. 8, s. 2019 Policies and Guidelines for CHED Scholarship Programs (CSPs)).

Section 15: Scholar Responsibilities

  1. Enroll in Approved Programs: Scholars must be enrolled in programs recognized by CHED at approved Private Higher Education Institutions (PHEIs) or State Universities and Colleges (SUCs) with valid Certificates of Program Compliance (COPCs).
  2. Maintain Academic Performance: Full scholars must maintain a General Weighted Average (GWA) of at least 85%. Half scholars need a GWA of 80% or higher.
  3. Carry a Regular Course Load: Scholars should take the standard number of credits required each semester by their institution.
  4. Complete Degree on Schedule: Scholars should finish their degree within the expected time. If they need more time, they must get approval for deferment.
  5. Approval for Transfers: Scholars must get written approval from the CHED Regional Office (CHEDRO) if they want to transfer to another institution or change their program.

Section 16: Deferment, Replacement, and Termination

  • Deferment:
    • Scholars can apply to defer their scholarship before the start of the next term with CHEDRO’s written approval.
    • Deferment is permitted for up to one academic year due to health issues, with a medical certificate.

  • Replacement:
    • Scholars may be replaced if they can’t continue or if certain conditions are met, such as not confirming acceptance or transferring to a non-priority program.
    • Replacement will be made from the official rank list of CHEDRO, and the new scholar will take over the remaining scholarship benefits.
  • Termination Grounds:
    • Scholarships can be terminated for reasons such as:
      • Enrolling in non-recognized programs.
      • Failing to meet the required GWA.
      • Not maintaining a regular course load.
      • Dropping out or transferring without approval.
      • Submitting false documents.
      • Being convicted of serious offenses.
      • Involvement in hazing.
      • Not completing the degree program.
      • Other similar issues.
  • If terminated for reasons like enrolling in non-recognized programs or submitting false documents, the full scholarship amount must be refunded to CHED.

The CHED Merit Scholarship Program is now accepting applications for incoming first-year college students for the Academic Year (AY) 2024-2025.

There are 1,374 slots available for this scholarship.

Application Period: June 10, 2024, to July 15, 2024
